Copy letter from the Master Attendant to Commissioner Hughes at Portsmouth. Have enquired into the matter of ballast being thrown into the harbour. The Contractor for ballasting has lodged a quantity of ballast on the west shore. A new contract has been ordered and we have stopped the contractor's bill until he takes it up again
