Copy letter from Commissioner Hughes, Portsmouth. Cannot find evidence that ballast has been thrown into the harbour lately and would like to know from whom Admiral Cavendish heard of the practice. The Mayor and Corporation are bound to keep a Water Bailiff but the job has been neglected. In October 1736 John Uphill was prosecuted at the Borough Court for throwing ballast into the harbour. Shortly I will send a new copy contract for ballasting and unballasting ships here
