Description

Payment of bounty to 'coolies': forwards copies of correspondence with William Hepburn Rennie, lieutenant governor of St Vincent, concerning a suggestion that Indian migrant workers should be offered some inducement to remain in St Vincent at the end of their contract periods as a counterpoise to 'the attractions which are tempting them to Trinidad'.
