Report of Beaumont Hotham on 1 individual petition (prisoner) on behalf of Thomas Parker, seaman, convicted with Richard Willcocks and William Jenkins) and now on the Dunkirk prison ship. At the time of the trial the judge was not aware of the prisoner's life history. Grounds for clemency: previous good character, innocent of the charge but in company of the men who committed the crime, a voluntary seaman and had served for 14 years in HM Navy (full service details given), has a wife and 5 small children with who he wishes to be united. Initial sentence: 7 years transportation. Recommendation: free pardon (on account of previous service and his family).
