Folios 31-32: William Shields, the Sea Fencibles, Harwich. Encloses a letter from the owners of the fishing smacks from which William English and Henry Hill were impressed in the Firth of Forth. The men are now aboard HMS Zeeland at the Nore. Asks for their discharge.
Folios 33-34: enclosed with folios 31-32. Letter signed by 25 owners of fishing smacks sailing out of Harwich, addressed to Captain William Shield, Royal Navy, 7 December 1803. They believe several of the assertions made by James Nash, Regulating Captain, Leith, about the impressment of men from the fishing smacks True Heart, Dove and Providence, are incorrect. Mr Turner [Samuel Turner ?], owner of the True Heart can swear that he was present and that the men had protection certificates signed by Captain Shield in their possession when they were impressed. William English and Henry Hill are now aboard the guard ship at the Nore. Ask for their discharge.
