Folio 106: Admiralty order that Lieutenant Edward Ratsey, who was appointed Commander of HMS Howe in 1804 by Rear Admiral Sir Edward Pellew, Commander in Chief, East Indies, and then superceded by an appointment sent by the Board of Admiralty and later appointed to HMS Harrier in 1805 to replace Commander William Wooldridge on his appointment to HMS Psyche, should have a commission as Commander for the Harrier.
