The Infected Blood Inquiry was established by the Prime Minister, Theresa May, in July 2017 under the Inquiries Act 2005 and sponsored by the Cabinet Office. It was chaired by Sir Brian Langstaff. Its purpose, as set out in its terms of reference, was to examine the circumstances in which people treated by National Health Services in the United Kingdom were given infected blood and infected blood products, in particular since 1970.
The Inquiry sat to hear evidence for 292 days and 388 witnesses gave oral evidence. The Inquiry received 5,847 written statements, of which 4,390 came from people infected and affected. The Inquiry disclosed 108,629 documents totalling 913,424 pages.
The Inquiry's first interim Report, regarding interim compensation, was published on 29 July 2022. The Inquiry's second interim Report, regarding compensation, was published on 5 April 2023. The Inquiry Report with the Inquiry’s findings and recommendations was published on 20 May 2024. The Inquiry published an Additional Report on Compensation on 9 July 2025. In addition, 14 reports were published by Expert Groups to the Infected Blood Inquiry.
