William Marsden. They cannot find grounds for the men's action in the unrest at Plymouth as the only order they have issued is to make them as much Extra as possible in order to forward the equipment of the Fleet. Do not think that working their dinner time is exceptional as this is done at Portsmouth, where there has been no complaint. Approve of Commissioner Fanshawe's actions and trust they will be successful in preventing further unrest.
