Philip Stephens. As collecting ships' frames and giving them time to season will increase their duration and be of advantage to the Service, propose that a ship of 74-guns may be set up and built at Portsmouth on the new slip and a 64-gun and 32-gun ship at Chatham, the former on the Alfred's slip, when she is launched, and the latter on the slip from which the Nymph was launched.
