Folios 20-23. Letter from Spencer Rogers, Churchwarden, Wolstanton, to Edwin Chadwick, Secretary to the Poor Law Commission, enclosing copies of resolutions of the Wolstanton General Vestry, and the Select Vestry, to erect a new workhouse. Rogers states that the present workhouse is too small to deal with any influx of paupers should trade slacken, although there are currently few inhabitants other than aged and infirm persons. The proprietors and levy payers see the population increasing; the affairs of the parish have run for 12 years on the lines approved by the Commissioners, and no more retrenchment is possible, but that with a new workhouse the parish economy will not be inferior to those other parishes now improved by the Commissioners. Mr Hall [Assistant Poor Law Commissioner] is believed to be satisfied with the system, books and management. The parish is sufficiently extensive to remain distinct and be suitable for the operation of a board of guardians. The site of the present workhouse is some 40 acres, away from a large population and close to the parish church and vicarage. A visit from the Commissioner inspecting the parish of Stoke [Stoke upon Trent] will be welcome. Included is a report of a general vestry, 24 June 1836, Spencer Rogers, Chairman. Resolutions to erect a new workhouse or modify the existing building, the present one being deficient in size for a population of over 12,000, lack of capacity to classify inmates and separate the sexes, and absence of rooms for employment and schoolrooms for children. Select Vestry, deputed to carry this into effect and to borrow money and seek Commissioners' sanction, named as: Thomas Kinnersly, Thomas Firmstone, Robert Williamson, Edward Wood, John Wood, and Thomas Ledward, William Cartledge, Allen Booth, John Caldwell, Thomas Peake, John Hancock, John Bourne, Thomas Podmore, Richard Bent, John Kent, George Goodwin, James Goodwin, William Handley, Thomas Burgess, Christopher Dain. Report of two Select Vestry Meetings on 14 July 1836 and 14 September 1836, Thomas Ledward Chairman. Resolutions to agree plans and specifications for a new workhouse for transmission to the Commission with covering letter by Spencer Rogers, senior Churchwarden. Note by Joseph Lowndes, Vestry Clerk of Wolstanton parish, that cost of the new workhouse is £1,600. [Plans not stated to be enclosed.] Annotated by Richard Hall, [Assistant Poor Law Commissioner], 19 October 1836: that this is an attempt to escape inclusion in a union, that a union can be so arranged when this part of Staffordshire is dealt with which will obviate the necessity to enlarge workhouse capacity, and the plans submitted are defective. The architect is noted as having the same name as the chairman of the select vestry. Recommends no action until the Commissioners are better informed by an assistant commissioner.
