Folios 17-19 . Letter from Spencer Rogers, Watlands near Wolstanton, [Newcastle under Lyme], to Edwin Chadwick, [Secretary to the Poor Law Commission], enclosing the printed Report of Burslem Churchwardens and Overseers of the Poor 1832-33, following a visit by Mr R Hall [Assistant Poor Law Commissioner]to 'our Parish'. He has been churchwarden for 14 years at request of a substantial section of influential parishioners and because his house is close to the church and parish office. The decrease in expenditure in this parish has not been to the same extent as in other parishes because the management was reformed 12 years ago and since then there has been a constant increase in the population. Generally, Rogers' views are close to those of Commissioners with exception of a workhouse. Twelve years ago the parish was £2000 in debt, rates not collected within 30-35 per cent; since then all debts cleared, rates collected within 4 percent and payments made weekly. Mr Hall visited the workhouse, but Rogers had already told him of its inadequacies for a parish of 14,000 inhabitants: the governor was 80 years old, quite superannuated, his wife equally so: change necessary and Hall agreed. At the Easter general meeting some individuals linked financially to the governor organised his re-selection, but Rogers and colleagues avoided actions considered likely to cause disruptions similar to those in Stoke [Stoke upon Trent] parish. The governor remains the chief obstacle to reform of the workhouse and the introduction of a system of classification. He does not keep his accounts personally as instructed, the vestry clerk does it for him. A visit from the assistant commissioner expected at Stoke might effect the reforms recommended by the churchwardens. The workhouse is situated close by 50 acres of waste and too small should a crisis in trade occur. Enclosed is a printed 'Report of the Churchwardens and Overseers of the Poor', Burslem parish, 25 March 1832 to 25 March 1833. From George Baker, Samuel Alcock, William Thomas and Thomas Brindley Churchwardens; Robert Crawford Bates and William Wain Overseers of the Poor. Appeals made to manufacturers to amend hiring agreements so as not to make their servants parishioners. Income and expenditure accounts balance at £6245 10s 8d. Average number in poorhouse 80.
