Merlowe and Warner request that whereas they have loaded a barge called 'le Petir' of Kingston upon Hull, of which Wode is master, with wheat, cloth, herrings and other merchandises to cross to the King's town of Bayonne, and a writ of proclamation was lately issued that no vessel should cross the sea without licence, that a writ of licence be directed to the searcher in the port of London that the said barge can depart for Bayonne, paying the customs due.
Nature of endorsement
On 3 December in the fifth year (1403), the council agreed that a writ or letters patent under the great seal should be made to Merlowe and Warner in accordance with this petition.
