Description

Folio 115: Wich to Carteret. Satisfaction at Royal approbation of my conduct. Will at suitable time bestow pensions as instructed by letter of June 8 (SP 91/31 f.136) large sums have been distributed in Russia by France, Vienna, Prussia and Dresden and HM's business will be hard to accomplish without following in some part their example. Sum appropriated for secret service here and authorised for me to employ would be well justified. Czarina's decision to return to St Petersburg unpopular, as nobility has estates around Moscow, but proof of danger means that she will probably undertake journey but not before winter. Russia resolved to start negotiations with Sweden but to proceed slowly to see shape of events on the extra-ordinary Diets opening which occurs in a week. Indexed. Opinion received here is that present ministers in Sweden will not be able to justify themselves, and Russia will conceivably contribute to overthrow them by protracting the negotiations while they remain in office, but when ministers change in Sweden one of their principal plans will be to rescue Sweden from her present servitude to France. No knowledge whether Czarina has thoughts of settling succession or what her plan may be. Mardefeld on notifying the conclusion of Peace between King of Prussia and Queen of Hungary says that Czarina was included in Treaty of Breslau as one of the principal parties, and that we should be invited to accede. Nothing more heard. Silence is maliciously interpreted by partisans of France, and suspicious Czarina may be adversely affected.
