Folio 99: Finch to Harrington. Bestuzev sent to Count Osterman to press in Czarina's name for start to our negotiations, and he insisted that he should declare whether or not he would consider the treaty proposed by England and give his opinion in writing. This hedid in such a confused way, no doubt to keep everyone out of the secret, so that being misunderstood he would be the key person to unravel the business. Czarina displeased and sent Brevern and her private secretary to tell Osterman that this conduct would eventually tire everyone. Dated St Petersburg 20 Sept 1740.
