Describes the enemy's work at fortifications; thinks a junction with him can only be made by York River, and no diversion would help him; body of French fleet is between the tail of the Horseshoe and York Spit, some are at the mouth of York River and some in Hampton Road; doubts he can send people to wait for Clinton at the Capes.
