Order from Hoppo to hong merchants. A petition from the Select Committee states that Innes while travelling with a permit and having paid the customary fees from Macao to Canton was stopped en route by Customs men who demanded $28 more and who beat and detained one of his sailors when he refused to pay. The release of the sailor has been ordered and Customs men have been instructed not to practice extortion, but examination en route must be carried out and travelling foreigners must not carry contraband.
