The Charging and Local Transport Division (CLT) was set up in 1999. Branch 1 was responsible for preparing legislation for road user charging and workplace parking levy (this became law as Part III of the Transport Act 2000). Branch 2 was responsible for the development of policy on electronic road pricing including demonstrations and pilot schemes. In 2002 the two branches were consolidated into Branch 1. In 2005 the User Charging Branch of CLT was replaced by the Road Charging Division which used the RCH Prefix.
