The Urban Panel was established in 2000 as a joint initiative of English Heritage (later known as Historic England) and the Commission for Architecture and the Built Environment (CABE) with the remit of advising English Heritage’'s Commission and staff on general policy towards major area redevelopments in English towns and cities, as well as individual proposals. It also provided strategic advice to public and private bodies with an interest in places where significant changes to the built environment were being planned.
In 2019, the Urban Panel was renamed the Historic Places Panel. Members of the panel include experts in the fields of conservation, property, development economics, design and development (including architecture and other built environment professionals), archaeology, gardens and landscape, retail, history and regeneration. The panel undertakes regular site visits across England to assess the state of urban historic environments and also produces review papers with findings and recommendations.
