Philip Yakovlevitch RABINOVITCH: Russian. He arrived in the UK in 1922 to join ARCOS, the Soviet Trade Delegation in the UK. His role was said to be both political and commercial. One report in 1923 was that he was disbursing funds for propaganda purposes in the UK. Another the same year was that he regularly received suitcases of cash for funding the British Communist Party. RABINOVITCH left ARCOS in 1925 but returned to the UK in 1928 when he was said to have brought new instructions for communist activity. With photograph
