The Mexico and Caribbean Department was formed in 1977 in succession to the Caribbean Department (1970-1977). At its creation, the department had responsibilities for the following: Bahamas, Barbados, Belize, Costa Rica, Cuba, Dominican Republic, El Salvador, French Guiana, Grenada, Guatamala, Guyana, Haiti, Honduras, Jamaica, Mexico, Nicaragua, Panama, Trinidad and Tobago, and Surinam. It later also acquired responsibilities for the Dominican Republic, Guadeloupe, Martinique, Netherlands Antilles, St Lucia and St Vincent.
The Mexico and Caribbean Department ran until 1982 when it was succeeded by the Mexican and Central American Department.
