Description

Folio 245. Note by A Austin [Alfred Austin, Assistant Poor Law Commissioner]. He says that he believes that Mr Horton [Joseph Horton] has a legal claim against Mr Tolley, and that the latter does not have a remedy against either union [Droitwich Poor Law Union or Bromsgrove Poor Law Union], Mr Fletcher [Thomas Swindell Fletcher] or Stoke Prior. He does not understand on what grounds the Droitwich guardians see themselves as responsible to Mr Horton. An answer to this effect could be sent to Droitwich. The more material issue is the supposed neglect by Fletcher of Pratt's wife and the apparent withholding of information by Bromsgrove. As Fletcher has also been accused of negligence in another case, he recommends an inquiry, starting by asking Droitwich if they are satisfied with Fletcher's treatment of Mrs Pratt. If they are not, it will justify the 'interference' of the Commissioners.
