States there being no Master at Arms on HMS Severn, he requests the appointment of Mathew Cummins who appears from testimonials from Captain Robert Williams late of HMS Gloucester, Captain Stuart [James Pattison Stewart] late of HMS Dictator and others (under whose Commands he has served as Master [at] Arms) that he is qualified.
