Is sending a certificate from Minister and Churchwardens of the parish of Stonehouse stating that Captain Peter Clements is incapable of making the usual affidavit to obtain his half pay, due to a paralytic stroke. Asks for an order to dispense with the want of an affidavit to 31st December 1798.
