Folio 183: John Bazely, HMS Overyssel, Texel. Is sending a letter from Lieutenant Vincent concerning an American protection said to be taken from Charles Reynolds. He is sending a copy to Captain Parr [Thomas Parr].
Folio 184: enclosure in folio 183. Letter dated 12 September 1799 by Lieutenant Richard Budd Vincent, HMS Overyssel, Texel, to Captain John Bazely. When he was Lieutenant of HMS Zealand he stated the case of Charles Reynolds, said to be an American and gave it to Captain Parr [Thomas Parr]. He does not believe he gave any protection, affidavit or certificate to prove he was American.
