John Wilson Croker. The 4th Report of the Commissioners for revising the Civil Affairs of the Navy recommends the adoption of safeguards to ensure that persons having contracts with public boards are both competent and do not derive profit from the transfer to them. The usual clauses requiring affidavit to this effect in case of transfer, were in a contract made with John Maberly for purchasing Sunn Hemp belonging to HM. He applied to transfer his interest without making affidavit that he would not thereby derive profit. We see no objection in the current circumstances, but require your approval to the transfer.
