To Vice Admiral Domett. I have been seeking a letter received from Mr Payne about 2 years ago, which contained a copy of an improved scheme of superannuation for inferior officers, which he also submitted to you. The cases now brought forward by the Navy Board strongly show the need for such a scheme. Give examples of the perceived injustice of the present system, which is detrimental to both Government service and the individual.
