John Wilson Croker. Admiral Sir Richard Bickerton has forwarded a letter from Captain Dundas of the Vengeur, senior Captain at Portsmouth, advising that at a recent examination of midshipmen candidates for promotion, the examination of Hugh Sommerville Head had been declined due to lack of six years' certificates. Ask for the Admiralty decision on the documentation required, and that this should be advised to respective Commanders in Chief. Am enclosing a statement of Mr Head's service.
