From Peter Puget, Naval Commissioner's office, Madras to the Navy Board. Dispatch No.182. As none of the native writers would accompany me to Trincomalee, I have appointed Charles Hillyer of HM ship Owen Glendower, who was highly recommended by Captain Bryan Hodgson, to be my 1st clerk. Am sending the usual bond and affidavit. My 2nd clerk, Samuel James, has agreed to manage the duties previously carried out by my Coxswain, David Rogers.
