A minute pointing out that the Admiralty had, in accordance with General Bentham's proposals, previously directed that there would be cost benefits in having old copper re-manufactured within the Yards and that, until the other Yards had their own furnaces installed, all old copper should be collected and shipped to Portsmouth Yard for re-manufacturing.
