William Marsden. We are to procure and issue stores and timber for the Squadron in the Mediterranean, which should be kept at Malta. In September 1803, Earl St. Vincent wrote to the Comptroller of the Navy, that Mr. Eton, Superintendent of quarantine at Malta, who had lived in Southern Russia, had recommended obtaining Naval stores from that area rather than from Northern Europe as they could offer better terms and prices. Hemp, cordage, tallow, pitch and tar should be ordered for delivery to Malta and the Shipwrights and other Artificers will be sent there. Commissioner Otway is to be sent out to Malta to make recommendations on the staffing of the yard on a permanent basis.
