William Marsden. In February we proposed rates of pay for Shipwrights and caulkers based on their job, on the instructions of the Admiralty. The changes were enforced because of the anticipated delay in getting approval by the Surveyors of the Navy. Before they could be implemented it became clear that some yards, particularly Woolwich and Deptford, were losing craftsmen to merchant yards, which offered more attractive rates. Ask how practical it would be to try to enforce the new system.
