William Marsden. Lieutenant HE Sutherland has asked for dispensation for his Captain's certificate, so he may be paid for the Tartar. Under the circumstances by which Mr. Sutherland was dismissed by Court Martial, he is prevented from presenting his certificate, so it may be dispensed with on Admiralty certificate.
