Sir Charles Saxton to the Board. Has discussed the subject of yard employees taking on election duties at Portsmouth. Recommends two employees each year could be selected, one as Churchwarden, the other as Overseer, to serve for one year only. This would remove the difficulty with the magistrates and litigation with the parish. It would also provide protection to the Yard employees, who own property. The practice is of such long standing that it is almost a prescriptive right. As the election takes place on Tuesday, it is urgent to have a prompt reply. The people involved get a day and two tides as allowances. Admiral Saxton thinks that the appointments are a hot issue.
