William Marsden. Admiral Lord Keith, Commander-in-Chief at the Downes, has sent letters received from Lieutenant Shirley of the Phoenix hired cutter. He says that his ship is under manned and has a defective hull, so is unfit for service. Lord Keith agrees with this. On a previous occasion we wrote to Mr. Minet the owner of the ship to ask for her to be put in order and he said the ship should be sent to the Downes to be discharged. Have now stopped paying for the ship and will mulct the owner according to the contract. Ask whether the ship should be discharged.
