William Marsden. The widow of Mr. Foster has asked for certain papers to be dispensed with so she can pass his accounts for the time he acted as Boatswain of the Phoenix. No books or papers have been received for passing his accounts between December 1798 and November 1800. The Captain has passed his accounts and opine that because of the time elapsed since the Boatswain's death, that dispensation may be granted on the usual affidavit.
