Copy letter from Vice Admiral William Parker on HMS America, advising of two untoward events which may lead to unavoidable expenditure. The first is the unprecedented charge from General Bowyer for the subsistence costs of a party of troops used to seek out 7 deserters from HMS America. The second results from the boarding of a schooner by the guard boat which occasioned such abuse and insolence that she was brought alongside the America where the three men on board refused to give any account of their vessel to Captain Bingham. The schooner was confiscated for having no register but, due to a 'combination' at the auction, she was sold for only £9. Captain Bingham and the officers have now been served with a writ for false imprisonment, and the Solicitor General has given his opinion that the Navy has no right to board and examine vessels in the harbour, a ruling which if true, will lead to contentious litigation.
