Philip Stephens. It appears that Mr. Brett at Petersburgh has engaged all the large masts that are to be purchased there and has acquired all the information respecting the mast trade there and at Riga. Opine his and Mr. Scammel's longer stay abroad will be unnecessary, as mast purchases can be arranged without the continuance of public agents on the spot. Ask for permission to recall them.
