Philip Stephens. The 16th article of the Act of Parliament passed in the 31st year of the reign of his late Majesty for the encouragement of Seamen employed in the Royal Navy, enjoins Captains to send home complete books every two months, and is not being complied with, so the Service is inconvenienced. In case of the loss of any ship, a loss falls on the public from our being unable to ascertain the charges against the Company beyond the time of the last muster book received. Ask for orders to be given to Captains of HM ships to enforce observance of this Article and ask whether they should not be apprised that in cases where the public suffers and they have neglected to send in their muster books in accordance with the article or to deliver them for forwarding by order of the Naval office, they must not expect to receive a certificate to entitle them to the payment of their wages.
