Philip Stephens. Messrs. Marsh and Creed have sent an order from Lieutenant Monah, Commander of the Canceau armed vessel to David Ballie, Surgeon of the ship, to supply the men on board with necessaries. Lieutenant Monah has sent a certificate that he has supplied her with supernumeries and is asking for an allowance. The Supernumeraries borne for victuals are Mr. Holland, the Surveyor General and his assistant, who are not employed under directions of the Naval department or paid with Naval money. Necessaries or medicines should have been supplied by Mr. Holland, and the charge defrayed by him, as a contingent expense of the service on which he was employed. It has not been usual for this kind of allowance for supernumeraries in the Navy and opine the claim now made after a silence of 11 or 12 years should be dismissed.
