Folio 248. Letter from William Powell, Clerk to the Guardians of the Newport Pagnell Poor Law Union, to the Poor Law Commission, enquiring whether under the twenty second rule for the management of workhouses, it is permissible for an able-bodied, single woman to leave the workhouse without taking with her children who were born illegitimate before the passing of the Poor Law Amendment Act. Annotated: that relief to illegitimate children born before the passing of the Poor Law Amendment Act is relief to the mother, and that the latter cannot be compelled to come into the workhouse when she applies for relief for her child only and not for herself. A mother can not be prevented from leaving the workhouse without her children, nor can she be punished for a breach of the workhouse regulations. The Vagrant Act would also not be a remedy.
