Folio 31. Draft letter from the Poor Law Commission to George Spencer, Clerk to the Guardians of the Keighley Poor Law Union, acknowledging his earlier letter and the annual lunatic return for the Keighley Union. The Commission are calling to attention of the guardians, the case of Nancy Stansfield, aged 36 of Keighley. She is described as an idiot, dangerous to herself and residing with her friends. They state that if the medical officer deems Nancy to be a 'person proper to be confined' according to the words on the certificate, then it is the duty of the relieving officer to give notice to a justice of the peace, in order to take the proper steps to dispose of the case according to the law, and that the relieving officer will be liable to be fined a £10 penalty if he fails to do his duty.
