Folios 50-51. Letter from W and E Willoby [William Willoby and Edward Willoby], Clerks to the Guardians of the Berwick-upon-Tweed Poor Law Union, to Edwin Chadwick [Secretary to the Poor Law Commission] acknowledging receipt of the Commission's letter of 5 March Paper number: 1852/A/1845 regarding the liquidation of outstanding claims against the parish of Tweedmouth. Enclosed are original securities for their inspection consisting of a note granted to Mrs Bell [Ann Bell, widow, Tweedmouth] on 12 January 1829 for £120 and a note granted to Mrs Bell 12 January 1839 for £70 [not included]. The second note was granted by Smith [Robert Smith, Overseer of the Poor, Tweedmouth] and Skelly [George Skelly, butcher, Tweedmouth, Overseer of the Poor, Tweedmouth] to Mrs Bell following the payment of £50 and all interest on the original note; they have paid all interest on the second note up to 12 December 1844. The £90 in the resolution is full payment to Smith and Skelly. Duncan [John Duncan, junior, Collector of Poor Rates and shoemaker, Tweedmouth] holds no security but, as part of the original debt of £100 has been paid, he will limit his claim to £25. For fuller details of these debts see letter of 25 January 1845 [Paper number: 1045/A/1845]. Regarding the apparent inaccuracy of the resolution of the Tweedmouth parochial meeting 28 November 1844, the resolution was made in that way as Mrs Bell holds Smith and Skelly liable for the payment of the sum due, and a large arrear of interest is due to them. The clerks presume the money will be made payable to Smith, Skelly and Duncan. Annotated: 1 April by W G L [William Golden Lumley, Assistant Secretary to the Poor Law Commission], to state that the Commission have no difficulty in dealing with Skelly's and Smith's claim but find a difficulty in Duncan's as there is no security. As Duncan seems to have paid the last instalment on Halliburton's [Alexander Halliburton formerly Assistant Overseer of the Poor, Tweedmouth] note, ask whether that security can be forwarded to the Commission.
