- Folio 497. Draft letter from the Poor Law Commission to Henry Edwards Paine, Clerk to the Guardians of the Rye Poor Law Union, in response to his request for approval to change the poundage paid to collectors of rates. The Commission explains that having a higher poundage payable on lower rates, and a lower poundage on higher rates, was intended to increase the motivation to collect the lower rates. Another benefit is that the necessity to go through the collectors' accounts to calculate their fees acts as a 'salutary' check on the collectors. The Commission thinks it is its duty not to consent to the proposed change. Paper number: 14518/B/1842. Poor Law Union Number 484. Counties: Sussex and Kent.
