Folios 81-83. Letter from Thomas Stevens, [Assistant Poor Law Commissioner], Betley near Newcastle [Newcastle Under Lyme]], to George Nicholls, [Poor Law Commissioner], reporting having had conversations with people in this district and coming to the conclusion that two unions are necessary. Wants to have the tabular form he has sent in with a report returned to him with the memorials from Wolstanton and Newcastle and the answer to the first. He will then report on the two unions and suggest letters to the parishes. Copy of Wolstanton Memorial [Paper number: 11243/C/1837] to which Stevens had previously replied and on which he has had an interview with Alderman Copeland [MP Stoke on Trent] who announced himself satisfied. Memorial from churchwardens, overseers of the poor, vicar, select vestry and other principal ratepayers and those habitually attending to parochial business objecting to the proposed Union. Satisfaction with the state of parish affairs over past 20 years was expressed and still better management anticipated under rules of the Poor Law Commission, but union with any other parish would be detrimental to the 12 townships of Thursfield, Wedgwood, Stadmonslow, Brieryhurst, Oldcott, Ranscliff, Tunstall, Chell, Wolstanton, Chatterley, Chesterton, Knutton already in the parish covering 16½ square miles. The population has increased from 8,572 in 1821 to an estimated 13,900. The memorialists are anxious to avoid dispute and conflict with their 'manufacturing neighbours' and thus to remain an independent authority as Stoke upon Trent has been so designated which 'comes nearest their own case'.
