- Folios 387-388. Letter from John Bailey Langhorne, Clerk to the Guardians of the Reeth Poor Law Union, to the Poor Law Board, explaining how and why Mr Tomlin [James Robinson Tomlin] performs some of the duties of the clerk. In 1845 when Langhorne was appointed clerk, the guardians, knowing that he lived ten miles from Reeth, in Richmond, agreed to allow Tomlin, a well-qualified clerk, to attend occasional meetings for him. Tomlin was appointed junior partner in 1847. He was appointments clerk to Reeth Union, while the correspondence and general union business was done in Langhorne's office in Richmond. Mr Hawley, [William Henry Toovey Hawley] the previous poor law inspector, thought there might be some objection to a junior partner taking the post over a senior partner, and as the work was being done efficiently, it was thought satisfactory to continue. Langhorne says that if the Board want him to resign, he will. Annotated: Tomlin acts as clerk with no sanction from Board. It is irregular. If Langhorne resigned Tomlin would probably be elected. Langhorne does nothing for the union except put his name to letters. Initialled EH [Edward Norman Hurst, Poor Law Inspector] Agree that Langhorne should resign as the situation is irregular. 1711/1852. Poor Law Union Number 555. Counties: Yorkshire North Riding.
