Referring to earlier despatch number 454 of 17 November enclosing article by M Chéradanne about Baghdad Railway, transmits article from L'Energie Francaise affirming truth of alleged offer by M Rouvier to conclude a convention with Germany respecting Baghdad Railway and rectification of Cameroon frontier (Includes printed copy). Received on 18/12/1906. 4 folios.
