Suggests that Vice Consul Spencer S Dickson, Brest, ought to report by British ship or other safe opportunity direct to Foreign Office on matters of political interest rather than through HM Consul at Cherbourg with risks involved in transmission by French post. Received on 18/12/1906. 6 folios.
