Transmits despatch from Vice Consul Spencer S Dickson on situation in Brest: antagonism between military and naval element and town, strike of employees at tramway company, public opposition to State purchase of Chemin de Fer de l'Ouest, dockyard labour situation, hostile attitude to increase in salary of Deputies, visit of Russian Navy man of war.
