Description

William Wellesley Pole. Are sending an estimate of the charge of wages, victuals, and wear and tear for 130,000 men including 31,000 marines (not now attached). The allowance per man for wear and tear has been decreased and the amount added to that allowed for victualling so that they more closely match the actual expenditures.
