William Wellesley Pole. The new Naval Instructions require that a Marine discharged for sickness have both a sick ticket and a pay list in order to be paid. Since the two documents each serves independently as a voucher for payment by the Treasurer of the Navy there will be an overpayment in each case. The discharge of sick marines and the use of sick tickets was adopted by Admiralty order to remedy problems relating the use of the pay list. Recommend reversion to the system of discharge and payment on sick tickets.
